No. It is a writer of documents for people who speak English as a Second Language.

How about someone whose mother tongue is not English but whose medium of instruction at school was English?

That would speak to the person as a learner and not as a writer.

An ESL writer must write in a language-neutral form of writing, like for international documents, with a focus on using general English that avoids colloquialism and regionalism. Depending on the audience, it is best to use words that come to English from Anglo-Saxon rather than Latin.
