One of my questions when interviewing for publications manager positions is how the pay scale compares to engineers, programmers or other developers. If it's not on a par, I tell them if it isn't then they'd be setting me up for failure in any attempt to staff up a technically adept writing team. I've passed on a few companies over the years for just that reason.
