Others have you close but no cigar I'd imagine.

Certainly you want to visit Tools > Options > File Association.

The key that everyone seems to be missing is the option at the bottom. Usually Auto-select editor is set. Change that to "Use default editor".

The thing is, RoboHelp relies on a meta tag to identify the editor. When RoboHelp goes to edit a topic it looks at this selection. If it sees Word was the creator of the topic, it opens Word. If it sees Dreamweaver was used, it opens Dreamweaver. By choosing the option to use default, you are instructing RoboHelp to always open in the RoboHelp editor.
