Offshore documentation can be done successfully if the writers are local to the associated development (that is, the development is also being done offshore and the writers are local to it) and there is someone here (or wherever the primary customer base is going to be) to set the tone and do some clean-up editing prior to publication.

Trying to use offshore writers to document domestic product development almost always ends up costing more and taking more of everyone's time than it would have to co-locate it with development.
