Offshore documentation can be done successfully if the writers are local to the associated development (that is, the development is also being done offshore and the writers are local to it) and there is someone here (or wherever the primary customer base is going to be) to set the tone and do some clean-up editing prior to publication.

Trying to use offshore writers to document domestic product development almost always ends up costing more and taking more of everyone's time than it would have to co-locate it with development.

It is kind of ironic I'm on this since about 7 years ago, I was working at a
company that was trying to have roughly one fourth of the documentation
handled by a team in India. The rework and learning curve was such that
after 3 years, we called it quits as it was cheaper to do it in one or two
passes in the US than 6 to 10 passes in India. Now I'm on the other side of
the process.
