With my recent usage of recruiters I have to agree with Bill. I set up resumes with all the job boards I thought would be helpful and used them. What I found was that these same "recruiters" were doing just what I was doing. I would guess going in and talking with a person in real time might help and be better, but then it would depend on the company and recruiter.
I finally did the one best thing suggested on the board and others. Do your networking with peers who can help you locate that job. That was how I got my current job. I went to an STC meeting again. I used to belong and very active at one time with STC. I am not as active, but I still attend meetings. Those connections actually got my current postion.
It took 8 months to find the position. And I got a lot of recruiters who did the same things I was doing.
Just my recent experience.
Good luck with your hunting. Don't get upset with how long may take. It will happen as long as you're putting forth the effort.
