Well, I currently do not see the value of setting up paragraph styles for figures and captions but I insert callout shapes and anchor it to my figures and it stays in place. I am using Word 2010 but I am fairly certain I used the same feature in 2007 also. My guess is you are anchoring the text box to a paragraph line and not the figure itself which is causing the text box to move depending on the line placement in document.

You're right -- I am anchoring it to the paragraph line instead of the figure, and I've done that on purpose because I find that as the doc matures, I often need to replace the figure image itself (such as for updated screenshots). And IIRC, when I anchored the callouts to the figure, then deleting the figure resulted in the callouts being deleted, too. But by anchoring it to the paragraph, the callouts remain there when I delete the old image and add the new one.

(And paragraph styles for captions make it easy to create List of Figures, as well as the nice Quick Parts entries, which make adding properly sequenced numbering a breeze for even the non-Word-experts who at times use my templates.)

So a solution that I can see working in lots of situations, but it doesn't seem like it'll help me a the moment. But perhaps it'll start me (or someone) down the right path :-).
