css media types specification

Readers,

The css2.1 specification is being studied, to write a ebook in epub
format. The specification states that there are two methods to specify
media dependencies. Can anyone suggest when it is most appropriate to
use either the '@import/media' or html attribute 'media' within the
element 'link'?
