By CMS I mean content management system.

I am looking for a content management system that can help manage translated chunks of text.

I'm thinking along the lines of what AuthorIT offers with their localization module (hopefully you understand what AuthorIT offers in their localization module).

But we do not have any money to purchase any licenses, and our IT department is not interested or willing to help us setup an in-house database to help manage our "translation memory"; hence my question about open source or low cost systems.

Hi Ben,

Maybe you could explain what it is that you mean by "CMS that can help manage localization". You certainly do not need to use a CMS to get localization savings, but it *can* certainly help.

Things that will help:
* own your translation memory.
* standardize on style, terminology, and wording.
* use templates and adhere to them
* design templates and documents with localization and translation in mind
