Thanks, Milan, for the reality check. As far as the coders and the testers are concerned, Fred's suggestion of "shall allow but not require" is simple and accurate.

Coming back to requirements, can you offer an example in which the choice of "enable" vs. "allow" would likely affect the outcome of the coding? Based on your example, I'm not seeing it.
