Why do I get the feeling that they wrote a law that was lobbied for by the
state's licensed civil engineers and surveyors, and then someone pointed
out that they'd just banned 80% of the people in the state working as
engineers in non-construction jobs and had to run back and add the
limitations clause?
I think you are reading it wrong. The statute applies to "professional engineers" residing and working within the state of NC. The limitations exclude those engineers who are working under licensed supervision and those who only work within a company as opposed to those who work independently or run their own business. The limitations also exclude out-of-state engineers working within the state. If the law did not provide this exclusion, then the law could violate the dormant commerce clause.
