In the specific case of the Chicago Manual of Style, it is a completely legitimate usage because there are two different editions that are both considered current. Any number of booksellers still offer new copies of the 15th edition as well as the 16th, and both editions are provided to subscribers of Chicago Manual of Style Online. There were some significant changes between the two editions (in relation to the formatting of references, in particular) and quite a few publications have chosen to continue using the 15th edition as their standard, so it is legitimate to say that the 15th edition is still in current use. Other publications have chosen to adopt 16th edition, which is the most current.
