The free version of SnagIt is called Jing and it has many of the same features (including the cross-hairs).

I can display the contents of an open file, located on a non-Windows device
connected to a USB port via MTP, on my Windows PC. However, while I can
wipe to select the displayed contents, I cannot copy them to the Windows
Clipboard.

I'm looking for a free utility that can read these displayed contents and
has a provision to copy them (CTRL +C is fine) to the Clipboard.
TechSmith's SnagIt can do this hands-down, but I need something more
narrowly-focused that is also free. Any suggestions?
