There's also the Lingo Systems Guide to Translation and Localization.

http://lingosys.com/LearningCenter/guidebook.php

The guide is free and at a little over a hundred pages covers a lot of
useful information, And Lingo is not the sort of company that sends
you endless spam once they get their paws on your e-mail address. I
recently ordered my second copy (my old one was several years old,
they'd gone through two or three editions in the meantime) and while
one of their sales folk did call me to offer their translation
services, he was just doing his due dilligence, and I didn't find the
contact to be annoying or pressuring in any way.
