I think this boils down to the old:"talent vs teaching" argument, as in is
proficiency in any given pursuit the result of natural talent that can be
developed but which can't be implanted if it isn't already there, or is it
process and technique that can be taught to any reasonably intelligent
person who has the determination to learn it.
