My scenario is a little different than yours, but...

We have an application that creates a project that is run by a PC-based web server. We had our Japanese rep report this week that Japanese characters were not displaying on the tabs. After further testing he found it worked it Firefox and IE6, but did not work in IE8 or 9.

So... I would look and see if it is browser specific. Not that the info gets you much further, but it might help to narrow down the problem.

We're trying to help the Japan group figure this out, but we don't know if it is limitation of the browser-based help (that seems to be an early indication but Adobe has been mum on the issue) or if there is some setting we are all missing.
