Market share, probably. I found FrameMaker plus MIF2Go a more robust
and flexible tool than I've found Flare, but not many people know
about it.

I evaluated Help & Manual a while back, seemed pretty slick. However,
the company I was working for then was migrating everything to
Eclipse, so MIF2Go's off-the-shelf support for Eclipse Help output was
the deciding factor. We were already using FrameMaker so the migration
from WebWorks was relatively trivial.

XMetal Pro was (is?) another slick HAT that never got (gets?) much attention.
