I've used this tool (Openproj) in the past and am currently using it to track a non-work project that I'm working on. It works fairly well, but takes a bit of tweaking (not everything is always intuitive). But, then again, I haven't used project beyond basic planning, so if I had a more extensive background, it might feel more intuitive. I know that you can also import it into MS Project if you need to do that down the road, but when I've tried to do that in the past, the dates weren't retained. However, I didn't spend a lot of time with the conversion, so it is possible that there was a conflict between OpenProj settings and MS Project settings.

That being said, I'd highly recommend that you put this on your short list for evaluation. If you can get it to work, it sounds like it would meet your needs quite nicely. It also generates some nice charts that can be used for various purposes.
