Front Runner's DITA Program Manager, Tim Grantham suggests..."No, it is NOT
required to have a CMS in place before going to a structured XML/DITA
environment. You can start with everything running on a file system, though
we recommend that you at least use a version control system, such as
Subversion, to manage changes and access to your content files. A CMS
provides many benefits, especially workflow management and automated
publishing, but it requires substantial planning before implementation to
ensure a smooth transition and to maximize return on investment."
