The file format for screen shots shouldn't really make any difference, as
with bitmap/raster images, you're dealing with a set of finite pixels. It
doesn't really matter if it's TIF, BMP, or JPG.

If it were a vector format, such as an Illustrator drawing, and exported to
AI or EPS (among other vector formats), then you can scale indefinitely in
either direction with no loss of quality. See

sidebar graphic.

I think you're simply overthinking this. If it looks good in Frame, why
scale it, then reimport into Frame? Why not scale it there to the size you
need? When you use OPM, you're throwing out pixels, and that degrades your
final resolution.
