If you don't already have a suitable gray available in Character Designer, go to View > Color > Definitions and define one. Enter a suitable name, like Gray20. With Model set to CMYK, set Black to 20% (others at 0). Click Add. Now, Gray20 will be available in Character Designer, and you can create a char format that uses it.
