When you convert inline graphics to wrapped they almost always move, and
I've never figured out what determines where they move to.

Have you checked the graphic's vertical wrapping space? Select the graphic,
right-click and select text wrapping -> more layout options -> text wrapping
tab and check the "distance from text" values.
