Somebody trying to cook a meal in his/her own home kitchen has completely different needs and expectations than somebody who needs to install/operate a piece of equipment in an industrial setting. I don't imagine chefs and professional kitchen staff reading such a cookbook on the job, either.
It all boils down to 'know your audience'.
