Administratively, we report to "Customer Satisfaction," which defines the corporate/policy input to product documentation, but writers are embedded into the product development teams for product-specific technical input.

Historically, I have managed teams reporting to R&D, Product Support and Marketing. I haven't found any of these inherently more or less likely to regard documentation as an accessory to product (bad) or part of the product (good); I have encountered both attitudes in all possible organizations that documentation can report to.
