At some companies, one way to lose your job is to intentionally skip a
required safety procedure, even if it protects against the most remote
disaster. Alternatively, one way to get promoted is to insist on
following the procedure when your immediate manager tells you to skip
it.
Even better if it doesn't take the threat of firing to get people to
follow procedures. A monetary reward for a perfect score during a
surprise audit of safety procedures *might* be just as effective.
