I second the FrameMaker nomination for this project.

If you're rusty with it, consider nabbling the free trial version from
Adobe's website and using it in conjunction with Abobe's *FrameMaker
Classroom in A Book*. That combo really helped me quickly get up to speed
again during a 10-month project for the CA Dept. of Workers' Compensation.

There are also FM-specific listservs you can join.
