Watermarks are part of either the header or footer. If the sections in your
document are not linked (in other words, the headers/footers are not marked
Same as Previous), you will have to delete the watermark from each section.
Try this...Select All, then go to the Page Layout tab, click
Watermark/Remove Watermark. See if that gets rid of the watermark in all of
the sections.

The watermark in an MS Word 2007 document (140+ pages, multiple sections)
won't go away, even after clicking "Watermark" from the "Page Layout" tab
and clicking "Remove Watermark."
