You might try Sketchup. The basic version is available free from Google, and should provide more than adequate accuracy for a floor plan.

Seating plans ... I'd say Visio on Windows, or Omnigraffle on Mac.  For
floor plans, it might still be a good idea to use AutoCAD if accuracy
matters.  If it's a "rough" floor plan, then either Visio/Omnigraffle or
other diagramming app should be sufficient.
