The difference is defined by whatever company is using the terms. In other words, it depends...

At companies I've seen that use both of these terms (and I have only seen one or two), a principal writer is one notch higher in the org chart than a senior writer, although the pay grade and seniority (in terms of years) may be essentially the same. The distinction is that any given group of writers can include any number of senior writers, but will have only one principal writer with some degree of leadership/supervisory responsibility for the group--basically a group leader. It can easily happen that some senior writers will have more experience (and maybe even better writing skills) than a principal writer but lack the aptitude or interest in managing others.
