Minimal reduction: "This procedure establishes the responsibilities and
requirements for controlling documents."

Even better: "This is the procedure for controlling documents."

In FDA-talk, "establish" has a specific meaning, but according to that
meaning, a procedure by itself doesn't establish.

And "responsibilities and requirements" is unnecessary, unless there's a
separate procedure for other elements of document control.
