I had a similar problem a while ago, and what I did makes no sense, but it
worked...

Go to the Chrome Options > Under the Hood tab > Change proxy settings. The
Internet Properties Window opens. Go to the Connections tab and select
"Never dial a connection".

I don't know if this will work for you, and it seems counter-intuitive, but
I think perhaps that something in a deeper layer is involved in getting the
proxy settings right?
