The key to your question is whether or not the repeated disconnect/reconnect is
supposed to be happening. If this is how the system is designed to work, then
words like "cycling," "thrashing" or "churning" could all be suitable. If the
disconnect/reconnect is an unintended and undesirable situation, then the
momentary disconnects you are describing are dropouts, and the reconnects are
the system recovering from them.
