Most places I know that tried to ship writing of English-language docs
overseas found that they weren't saving money and the docs were bad.
And many kinds of non-software tech writing aren't shippable.

I think the current slow market is directly related to the slow
economy. I've seen it before: companies defer maintenance on docs
because they can get away with it, but, after a while, customers get
so frustrated with out-of-date docs that it starts affecting sales,
and they have to staff documentation again.
