although imho it might take a bit longer than an hour. but yeah all the key
ideas for creating a searchable, indexed, editable, kb viewable online is at
your fingertips.

I'll second the WordPress plug. Assigning users, permissions, revision
history, easy install, backups, etc. I've used WordPress on many, many
projects and have never regretted it.

Let's also talk about the "Wow" factor. Launching a functional and usable
"site" in less than an hour? Well, let's just say that many clients will be
impressed.
