CHM is compiled MS HTML Help. HXS is compiled MS Help 2. The copy of
Office 2007 on this computer has 28 .hxs files and 68 .chm files, so
CHM is far from deprecated.

Migration from CHM to HXS is enough of a pain that most people don't
do it unless and until they're forced to for compatibility reasons.

I don't think any of those are great choices for Web-based help.

CHM flat-out won't work in many cases.

Eclipse help is great if you're using Eclipse Web Tools, but I
wouldn't use an "Infocenter" (standalone Web help) for a non-Eclipse
application.

AIR I know only as an Adobe end user, but I hate it almost as much as
I hate the FrameMaker 9 UI.
