Time on site is always billable.
I bill travel time when I can.
If I were driving an hour to a gig, I'd try to negotiate a minimum
number of hours per day or week, or a daily or weekly flat rate.

Also, if I am on-site, but there is some downtime, up to 20 minutes at a time, do I bill for the whole time that I am there or only the time that I am working? I want to be sure that I am neither over- or under-billing.
