If you're looking for a low-cost alternative to Dreamweaver, you may want to consider some of the tools from Coffee Cup Software. They don't have all the bells and whistles that come with Adobe CS software, but they can do the job for folks who aren't making a career of it. I don't use the html editor often, but I can't live without the color schemer!
However if you're looking to add the skill to the resume or apply for positions that require html editing, Dreamweaver is the way to go.
Expression is a vast improvement over FP, but I still prefer Dreamweaver.
