I've had to work with different levels of confidentiality before. I agree with the suggestions that you work with a team to come up with how many levels are needed and what the restrictions should be for each level (internal use only, proprietary, sensitive and confidential - not for distribution, and so on). I then came up with a statement that could be printed in the footer and a watermark that could be used to indicate the level of the document. I left it up to the powers that be which level of security should be applied.
