According to dictionary.com and Merriam-Webster (m-w.com), neither. :-)
 
Google found about 39,000 matches for "reinvite" (in quotes; otherwise
it finds all the variants), but 107,000 for "re-invite" (in quotes).
Most of the top matches are about the INVITE message in SIP signaling;
subsequent INVITE messages (to keep a session alive) are generally
referred to as "re-INVITEs." Definitely jargon.
