Leonard's comma suggestions are correct and fairly basic. I do not see
where anyone can justify not using the commas in these cases. Robert's
mention is also correct since, if the situation exists "throughout" the
year, how can it also "start"? Then there is the matter of the costs
lowering. The case is that the "costs should lower in 2009, while
productivity increases." "Throughout" and "start" are fluff. "Lower"
may be the wrong word, but the context is accurate.
