Our basic rules are as follows:

0 through 9: Spell out, even in tables.

Exceptions

Use a numeral in these cases:

* The number is part of a measurement.

For example, "3 MIPS"

* The number is used in an approved standard.

For example, "layer 6 of the ISO reference model"

* The number is of the same type and appears in the
same sentence, paragraph, or bulleted list as a
number of 10 or greater.

For example, "The menu offers 11 options, but
you use only 4 options."

* The number is a unit of measure

However, note that for units of time, numerals should
still be spelled out from zero through nine except for
a unit of time smaller than one second.

For example, "five minutes," 24 hours," "5 milliseconds"
