It is not a RULE. It is a style issue. Most style guides agree with your would-be rule, but style guides are *guides* rather than rule books. Some style decisions make good sense, and some are arbitrary and even capricious. But unless the PHBs are willing to listen to reason and logic and readability studies, it's still their decision to make on whatever basis they want.
