I can't really imagine how one could estimate the average cost of
documentation for an industry, there are just too many variables.

If you could, though, it would have to be based on something other
than a page, since the amount of copy on a page varies wildly
depending on size, margins, font, and so on.

Words bear a sufficiently direct relationship to the work required to
produce them that freelance writers are often paid that way.
Translation is also charged by the word.
