A quick look at odesk.com shows that many of the contractors that the 
"buyers" chose and were satisfied with are based in Indoasia (ie, 
"Muthukumar J., $10/hour"; "Ousaf Jillan:, $11.11/hour"; "Harsh J., 
$13.34/hour"; ). Although these were not writing bids, rather 
programming bids.

And most of the "tech writers" in that category advertise themselves 
as everything from "PHP/SQL Developer" to "Virtual Admin Quickbooks, 
MS Office".
