I am so glad someone posted this because I have seen the EXACT same thing in SW and SE Florida and my friend in the greater Denver area is also experiencing this. My other friend in the greater Los Angeles CA area has mentioned this too. We were scratching our heads about this.
There were jobs that, the job description looked like the person literally read my resume and then wrote the job description from my resume - that is how well it matched. And then I send my resume and hear nothing. Then, a month later, the job is posted again.
For one of them, they reposted the position, with a few lines added in all caps emphasizing to the applicants that if their degree and or experience was foreign, they need not apply unless it was verified by a credential service (this was for teaching ESL - I was unemployed for 8 months and I was open to teaching ESL as well since I have a background in that and times are tough - I was getting desperate. I have an ESL instructor version of my resume too - I have since found a tech writer position thank God). They also had a sentence or two in the job repost about needing to be a native speaker, with three exclamation ponts after it. So this told me that they must have been getting frustrated because they could not find native speakers, and because a lot of applicants had foreign experience/degrees. Well, I have a solid background in ESL - prior to my tech writing experience and I am a native speaker with a degree from the states - actually two - one
from a good university, and they did not write me back. Then they repost the job? In frustration? It made no sense to me. I thought about age discrimination since I am a bit over 40 but that is not too too old and also my resume does not date me. I could not figure it out.
