If you can't change anything or copy-paste and there are no document 
restrictions set in document properties, then something is corrupt 
somewhere.

If there's any security at all set, even if you have the passwords, I'd 
suggest changing the setting to "no security" and resaving it as a new 
pdf and see if that helps.
