I'm using Bluehost.com presently. At $6.95 per month with unlimited
bandwidth and disk space, with no limit on subdomains, in my opinion it's a
great deal.
Thus far, I've mostly be playing around with the site to learn. In the next
few weeks, I'll be launching a new blog there with a second domain
registration. The existing blog with its content I'll either move to a
subdomain or to a free site on WordPress.com I haven't used yet.
As for software platforms, I highly recommend WordPress. There are many
themes you can use that make the site more like a typical website and less
like a blog, if you wish--and with many hundreds of themes and plugins it
has the flexibility to do just about anything you want.
For example, there are addon bits that can create forums or wikis, among
other things--as well as many security and anti-spam abilities as well.
