Another vote for the "go here, then do this" option, your second example.

I've generally worked with fairly complicated (read "cluttered") user
interfaces, that sometimes involve scrolling to find the correct part
of the screen. Occasionally there are even multiple buttons with the
same name, but in different sections of the page. For example, a
screen that displays three separate tables, each with a "New Row"
button. Since there is seldom anything I can do about the UI design
other than give usability input (that is often ignored), the best
thing I can do for my users is direct them to the proper part of the
screen before telling them to click/enter/select anything.
