Well, you'd be putting use tech writers that can also draw (like
myself) out of business ;-)

I don't know of any such application, but it's not really 2D>3D in the
3D-wireframe-and-rendering sense; it's really an orthogonal projection
drawing that can be created relatively easily with 2D drawing
applications and proper use of the "skew" tool. (30 or 60 degrees for
the most part).
