I would start by asking each of the two reviewers what they found dissatisfactory about your phrasing. What made the first one unclear to the first reviewer, and what the second reviewer found lacking in the revision? Then I would submit a revision that took both into account and present it to the two of them. This could be iterative with numerous rewrites, until the reviewers either agree or reach the point of diminishing return. Then I would present it to the editor.

But, that's just what I would do.

Yesterday, I held a document review meeting in which one of my reviewers said that two paragraphs should be rewritten for clarity. I rewrote them and sent the new versions out to everyone who was at that meeting, and now one person says he liked my original wording better. So, what to do - come up with a hybrid, stick with the original wording, or give both versions to our editor and let him make the decision.
