PPT 2007 is a bit...um..."touchy" when it comes to headers and
footers. (The whole system of headers and footers changed from PPT
2003. It's better...as soon as you figure out how it works.) The ones
that you're seeing are probably carrying through from the master
slides, which is getting them from the primary master slide, which is
inheriting the values from some hidden, unknown place.

Try this:

1. On the Insert tab, select Header & Footer.
2. Select the options you want.
3. Click Apply to All.

You should also be able to use that same system to remove all footers
(like when you add a new slide that for some reason ends up with no
footer) and then reapply them again.

Problems usually arise when there's a combination of footers that have
been manually entered on the slides and tweaked on the masters. You
may have to remove them from the sub-master slides, fix the master
slide (which then fixes the sub-masters), and then follow the above
steps.
